He met with and encouraged ZPEC employees working on the frontline, listened to work reports, conducted on-site coordination, and arranged and deployed work. He further inspired the internal drive of all employees to challenge difficulties and deliver solid results with practical action and a strong sense of responsibility.

Focusing on Project Construction to Strengthen the Foundation for High-Quality Development

During the inspection, accompanied by Yao Guicheng, Senior Vice President of ZPEC Group, Li Xuesong, Senior Vice President and General Manager of ZPEC Oil & Gas, Wang Guangrui, Vice President and Manager of the Engineering Construction Department, Miao Wenzhen, Wensu Project Manager of the Drilling Company, and Wang Xiangjun, General Manager of Guizhou ZPEC, Chairman Li visited key project construction sites, production sites, and logistics support units. He inspected core work, including project construction progress, oilfield production operations, equipment, process, operation and maintenance, and on-site safety management. Then he listened in detail to reports on the progress of various work and warmly met with ZPEC employees who remained on the frontline, conveying the Group’s care and expectations.

At key project sites, including the Aksu ZPEC Oil Production Base, the Kekeya Surface Construction Project, and the Kekeya Tubing Plant, machines were roaring and operations were in full swing, presenting a scene of vigorous construction. The Chairman inspected the construction progress, quality control, and resource allocation of each project, and set out clear requirements for the project construction.

Chairman Li emphasized the need to accelerate infrastructure construction in full force, strictly uphold the bottom line of project quality, and push all work forward. He called for deepening business process control and internal control system development, clearly mapping out and defined management processes, while drawing on proven experience to solidify and standardize processes, clarifying responsibilities, handover procedures, and key control points, thus creating a replicable management model to promote across projects so as to improve standardized project management. He required participating units to seize the peak construction period, strengthen project management, strictly control construction quality, bring in technical and management professionals, and build strong professional teams. In addition, as a key image project in the Group’s Xinjiang layout, the Aksu ZPEC Oil Production Base is of great strategic significance. Once completed and put into operation, it will rely on Xinjiang’s geographical advantages to consolidate the foundation of domestic oil and gas production and drive the expansion of overseas markets in Central Asia. He said that ZPEC Oil & Gas and all participating units should strengthen communication and coordination, coordinate the allocation of construction resources, and pool efforts to ensure efficient project advancement and on-schedule completion.

Enhancing Production Operations to Improve Oilfield Management Quality and Efficiency

Chairman Li successively visited the ZPEC Oil & Gas Production Management Zone, the Wenbei Central Processing Facility, and the Hong-26 Oil Production Station, where he inspected oil production stations, station renovation sites, the central control room, and other locations. He learned in detail about daily oil well management, renovation construction progress, main process operations, and station operation and maintenance support.

Chairman Li fully affirmed the overall development results achieved by the Aksu Oilfield at the current stage, noting that the project construction and production operations were proceeding in a stable, orderly, and solid manner. He pointed out that efforts should be made to advance refined and scientific management in a meticulous manner, continuously optimize production processes and technologies, and comprehensively improve on-site management capabilities and station operation and maintenance quality and efficiency. He called for meticulously implementing measures for stabilizing and increasing production, reducing costs, and improving efficiency, so as to continuously enhance the oilfield’s production and operational benefits. Concerning talent development, he said that a system should be established, adhering to the principle of training talent early, involving them early, and positioning them early, with a focus on developing key production, technical, and management personnel. Thus channels for growth and development would be established while systematically supplying high-quality talent to overseas projects in batches to strengthen talent support for overseas development.

Focusing on Exploration Breakthroughs to Build a Strong Drilling Workforce

At ZPEC Drilling Crews 1, 12, and 14, the downhole operation crew, and the Wensu Integrated Logistics Base, Chairman Li held cordial exchanges with frontline employees and shook hands with them. He gave a detailed introduction to the current status and long-term development plans of the Group’s oil and gas exploration and development at home and abroad.

Chairman Li stated that, with the continuous iterative upgrading of exploration and development technologies, the Group’s development foundation has been steadily consolidated, its future growth space is broad, and its development momentum is steady and promising. The Group should adhere to the principle that “surface facilities should serve subsurface conditions, and engineering should serve geology,” take oil and gas discovery as the primary task, strictly control construction quality, carefully organize construction operations, and advance exploration and development at the Aksu Oilfield with high quality. It should precisely implement the deployment and execution of appraisal wells, strive for new exploration results, new insights, and new breakthroughs, and continuously increase the oilfield’s production capacity and reserves. Chairman Li encouraged all employees to remain grounded in their positions, hone their professional skills, and work steadily and pragmatically. At the same time, talent team development should be firmly pursued, the mentor-apprentice and guidance mechanism should be deepened, English proficiency should be strengthened, and developmental momentum should be accumulated to better support overseas project development.
