From August 13^th to 25^th, Bo Qiliang, Executive President of ZPEC Group, led a delegation to ZPEC’s Iraq Oilfield Project Company. Accompanied by Geng Xianliang, Senior Vice President of the Group and President of the Iraq Oilfield Project Company, he conducted on‑site reviews of project operations at the EBN and MF Oilfields, extended greetings to frontline employees, and held discussions with senior officials from Iraq's Ministry of Oil and the Oilfield Joint Management Committee. He outlined the next steps for the project company and set forth specific requirements, calling on all ZPEC personnel to overcome difficulties, collaborate with determination, and steadily advance the exploration and development of the two oilfields.

Defining Strategic Priorities and Anchoring Commercial Production Targets

During the on‑site work, a “three‑in‑one, cross‑cutting” approach was adopted, integrating internal discussions, on‑site inspections, and external coordination to make the best use of the limited time and to achieve substantial results. In terms of operational strategy, Bo Qiliang, taking into account the delivery schedules of long‑lead items, such as tubing, casing, and wellhead Christmas trees, called on the Project Company to resolutely win the battle for commercial production at the EBN and MF Oilfields. In terms of operational execution, he confirmed that the EBN Project will adhere to the overarching principle of “parallel drilling and workover operations with natural flow production,” while requiring that the MF Project prioritize the drilling of its first appraisal well within the year. As for project operations, he urged the Project Company to strengthen its institutional framework, organizational structure, compliance, and corporate culture, while deeply promoting the ZPEC “Iron‑Blooded Journey” spirit. He emphasized that this spirit should serve to unite its people and inspire dedication and entrepreneurship, and that the Project Company should be built into a true home for ZPEC employees.

Visiting the Oilfield Frontline and Extending Greetings to Frontline Employees

During the inspection, Bo Qiliang and his delegation visited both oilfields to gain a first‑hand understanding of production operations. On August 15^th, they went to the EBN Oilfield, located on the northwestern outskirts of Baghdad, to conduct on‑site reviews of 3D seismic data acquisition, workover operations at Well EB‑56, and wellsite construction at Well EBN‑11. They also held technical exchanges with seismic data acquisition personnel from the Iraq Oil Exploration Company and set forth operational requirements for workover and wellsite construction. On August 21^st, Bo Qiliang visited the MF Oilfield, approximately 150 kilometers southwest of Baghdad, and inspected the workover sites at Wells KF‑4 and ME‑1, the wellhead of Well KF‑1, and the wellsite construction site at Well ME‑9. At the KF‑4 wellsite, Bo Qiliang, on behalf of the Group's Chairman and President, Mr. Li Chundi, presented care packages to two engineers stationed at the wellsite, conveying the Group leadership's appreciation and respect for the frontline employees who work diligently under extreme heat and harsh desert conditions.

Meeting with Iraqi Officials to Deepen Cooperation and Exchange

From August 19^th to 24^th, Bo Qiliang and his delegation held meetings with Nasir, Deputy Minister for Extraction Affairs of Iraq's Ministry of Oil, and Karim Yasser, Director General of the Petroleum Contracts and Licensing Directorate. Nasir expressed support for leasing early production facilities (EPF) for the EBN and MF Projects, expressing his hope that the two oilfields will be brought into production as soon as possible to boost Iraq's national oil output. He also pledged to provide support to the best of his ability for workover operations, technical data collection, and expansion of the concession area.

Bo Qiliang and his delegation also held in‑depth discussions with Yassin, General Manager of Midland Oil Company, Fares, Director of the Oilfield Department of Midland Oil Company, as well as Ameer, Chairman of the EBN Project Joint Management Committee, and Sadar, Chairman of the MF Project Joint Management Committee. The two sides exchanged views on key issues concerning the two oilfield projects, including the leasing of early production facilities (EPF), diesel supply for drilling and workover sites, and the collection of technical data for the oilfields. Yassin commended ZPEC for its significant support to Midland Oil Company and expressed his willingness to assist in resolving issues that ZPEC may encounter in its various operations in Iraq.

During the visit, Bo Qiliang presided over the handover ceremony between the outgoing and incoming leadership teams of the Iraq Oilfield Project Company. He fully affirmed the outstanding contributions made by Geng Xianliang, the former President of the Project Company, who had led the team through the project's start‑up phase over the past two years and more. He also expressed high expectations for the new President, Li Xu. Li Xu stated that he would work under the Group's unified leadership, carefully plan and optimize deployment, and lead all employees of the Company in making every effort to achieve success in the battle for commercial production at the two oilfield projects.
