On July 23rd, a delegation led by Cao Qinghua, Deputy Party Secretary and Researcher of the Consulting and Research Center of the Ministry of Natural Resources, paid an inspection visit to ZPEC Oil & Gas. They gained a firsthand understanding of the Company's progress in oil and gas exploration and development, and encouraged ZPEC to strengthen its confidence in development, stay focused on its core oil and gas business, actively participate in the market‑oriented reform of oil and gas resources, and demonstrate the responsibility and commitment of private enterprises in safeguarding national energy security.
The
inspection was also attended by Yao Huajun, former Director‑General of the Department of
Mineral Rights Management of the Ministry of Natural Resources, and invited
experts, Lin Chao, Second‑level Inspector of the Department of Natural Resources of
Xinjiang Uygur Autonomous Region, Yang Yong,
Party Secretary and Deputy Director of the Natural Resources Bureau of Aksu Prefecture, Yao Guobin, Member of the Standing
Committee of the Wensu County Party Committee, Deputy Secretary of the Party
Leadership Group of the County People's Government, and the Executive Deputy County Mayor, along with other leading
officials.
On the same day, the delegation visited the Wen 7 production well site and the Wenbei Central in the ZPEC Aksu Oilfield to conduct on‑site inspections of oil and gas exploration and development, production capacity construction, and process operations. Li Xuesong, Senior Vice President of ZPEC Group and General Manager of ZPEC Oil & Gas, briefed the team on the Company's development layout, the progress of the Wensu Block, and the production capacity construction and exploration achievements of the Wen 7 Block. Subsequently, the two sides engaged in in‑depth discussions on mineral rights management, development supervision, market access, and fair competition. During this time, the team listened to the Company's experience and appeals regarding policy implementation and project advancement, with a view to gathering opinions and suggestions for optimizing industry policies and improving the market system.
Cao Qinghua fully affirmed the achievements made by ZPEC in participating in the reform of the domestic oil and gas mineral rights system and contributing to regional energy security. He pointed out that ZPEC should continue to play its role as a demonstration and benchmark for private enterprises, deepen its focus on regional oil and gas development, promote the transformation of local resource advantages into industrial and development advantages, and help fortify the national energy security barrier. Further, he stated that the inspection team would carefully incorporate the experience gained from this inspection and the opinions of the enterprise to continuously optimize relevant policies for the oil and gas industry, enhance the scientific, targeted, and operable nature of these policies, and boost the high‑quality development of the oil and gas industry.

Ministry of Natural Resources, the Autonomous Region,
the Aksu Prefecture, Aksu City, and Wensu County for their long-standing
careful guidance and strong support for ZPEC. He stated that ZPEC will
proactively fulfill its social responsibility as an energy
enterprise, deeply participate in the new round of strategic action for
prospecting breakthroughs, continue to increase efforts in oil and gas
exploration and development, accelerate the construction of key production
capacity projects, help promote the high-quality economic and social
development of the local area, and continuously contribute ZPEC's strength to
safeguarding national energy security.
