On September 24, 2024, a delegation led by Wu Hongzhan, the Secretary of the Party Committee of Aksu Prefecture, Xinjiang Uygur Autonomous Region, visited the ZPEC headquarters in Shanghai for inspection and exchanges. They had in-depth discussions with Li Chundi, the Chairman of ZPEC, and other ZPEC leaders on further accelerating the construction of oil and gas exploration and development, supporting projects, and increasing the investment scale. Both sides expressed that they would deepen enterprise-local cooperation, achieve mutual benefits and win-win results, and jointly promote the high-quality development of Aksu's economy and society.

Xue Jianqiang, the Member of the Party Committee of Aksu Prefecture and Secretary of Aksu Municipal Party Committee, Guo Feng, the Secretary of Wensu County Party Committee, as well as responsible persons of units such as the Development and Reform Commission and the Commerce Bureau, Ye Jifeng, Li Shiguang, and Yao Guicheng, the Senior Vice Presidents of ZPEC, and responsible persons of ZPEC business units participated in the discussion and exchanges. Li Xuesong, the Vice President of ZPEC and General Manager of Zhongman (Aksu) Oil & Gas Company, reported on the achievements in the development and construction of the Aksu Oilfield and the progress of supporting projects.

Li Chundi welcomed the arrival of Wu Hongzhan and his delegation, and pointed out that since ZPEC participated in the National Oil and Gas System Reform in 2018, that it had deeply felt the excellent business environment of Aksu due to the exploration and development process of the Wensu Block. He expressed sincere thanks to the strong support of the local government, stating that the Company had quickly made huge breakthroughs in oilfield development and construction and business transformation due to the Aksu Prefecture’s rich resources. In the next step, while increasing investment in supporting oil and gas industry and realizing the company's own development, ZPEC would further increase investment in other fields. It will actively give play to its own advantages in tax payments, employment, and improving people's livelihood, making new contributions to the economic and social development of Aksu.

Wu Hongzhan presented information about the current economic development, oil and gas development situation, and future oil and gas industry planning of Aksu. He pointed out that Ma Xingrui, a Member of the Political Bureau of the Central Committee and the Secretary of the Party Committee of the Autonomous Region, attaches great importance to the oil and gas development work in Xinjiang. He has visited Zhongman Aksu Oilfield for inspection and research twice. He hopes that the company will accelerate the pace of increasing reserves and production, and realize the thousand-well growth plan, and the crude oil production scale of one million tons as soon as possible to promote local economic development. Secretary Wu requested government departments at all levels in Aksu Prefecture to further strengthen support and coordination efforts to help the 1.86 billion yuan (263 million USD) new investment projects such as the Second-phase Expansion Project of Zhongman Aksu Oilfield CPF and the ground engineering of Kekeya Oilfield land as soon as possible, and to support ZPEC to do better, bigger, and stronger in other local businesses.

At the meeting, ZPEC signed framework agreements on investment project cooperation with Aksu City and Wensu County respectively. The two sides had in-depth exchanges on Zhongman's key project construction and industrial chain extension, discussed urgent problems to be solved, and held on-site office work. The main leaders attending the meeting in Aksu expressed that they will clarify responsibilities and urge relevant problems to be solved within a time limit to accelerate project implementation.

After the meeting, Wu Hongzhan and his delegation visited the Production Workshop and the Drilling Rig Assembly and Commissioning Yard of ZPEC Equipment's Lingang base, and gave positive evaluations to the company's manufacturing strength and intelligence level.

The Wensu Block of Zhongman is located in Wensu County and Aksu City, Aksu Prefecture, Xinjiang Uygur Autonomous Region. At present, four oil and gas fields have been discovered, with an annual crude oil production capacity of 700,000 tons. While realizing its own development in Aksu, the Company actively fulfills social responsibilities. In 2023, it paid 294 million yuan (41.6 million USD) in taxes. As of now, it has provided jobs for more than 300 local people and has vigorously carried out caring activities such as rural revitalization, helping farmers increase income, donating funds for education, and helping the disabled.
