After more than a year of intense construction day and night, the completion and commissioning ceremony of ZPEC’s Wenbei Joint Station key energy project in Xinjiang Uygur Autonomous Region was held on October 6^th in Wensu County, marking a new stage in the development of Aksu oilfields. Major leaders at all levels, including Wu Hongzhan, Secretary of the Aksu Prefectural Party Committee, and Huang Zhenjun, Secretary of the Wensu County Party Committee, came to the scene to express their congratulations, hoping that ZPEC Petroleum will make greater contributions in giving full play to industry leadership and revitalizing the frontier economy.

Wu Hongzhan, Secretary of the Aksu Prefectural Party Committee, Wang Kegong, Director of the Oil Region Service Coordination Center of Aksu Region, Huang Zhenjun, Secretary of the Wensu County Party Committee, Elia Setiniyazi, Deputy Secretary of the County Party Committee and County Mayor of Wensu, Gao Fan, Deputy Secretary of the County Party Committee and Executive Vice County Mayor of Wensu, Xu Jiang, Member of the Standing Committee of the County Party Committee and Vice County Mayor of Wensu, Li Xiaomu, Member of the Party Group of the People's Government and Vice County Mayor of Wensu County, and other leaders attended the ceremony.

Li Chundi, Chairman, Li Shiguang, Senior Vice President, Shi Mingxin, Secretary of the Board of Directors, Zeng Ying, Vice President, Li Xuesong, Vice President and General Manager of ZPEC Petroleum and Natural Gas Company, and other leaders and project principals from relevant departments of the Group, ZPEC (Aksu) Oil & Gas Company, Drilling Company, and ZPEC Oilfield Service and Equipment Manufacturing Group attended the ceremony. Representatives from local tax bureaus, banks, and construction organizations also attended the ceremony. The total number of attendees was over 150.

Huang Zhenjun, Secretary of the Wensu County Party Committee, delivered the first speech. He said that since the launch of the Wensu Exploration and Development Project in 2018, ZPEC has made full use of the "integration" advantages of drilling engineering, equipment manufacturing and exploration and production of ZPEC Group to strengthen the two-dimensional and three-dimensional exploration, and has continuously achieved significant breakthroughs in block exploration. The Group has successively discovered oilfields such as Wenbei, Kekeya, Saike and Hongqipo. Rapid oilfield development has been achieved with the development progress in the front ranking among the winning bidders in the same period, becoming a successful example since the National Petroleum and Natural Gas Reform bidding for the transfer of blocks. The trial operation of the Wenbei United Station of ZPEC Petroleum is not only an important achievement in the petroleum and natural gas business of Wensu County, but also a major event in the county's economic development. It not only boosts development confidence and improves industrial level, but also provides a good operation mode for exploring the new method of "refining Xinjiang oil in Xinjiang and supplying Xinjiang gas to Xinjiang". It also helps Wensu County to leverage its resource advantages, develop employment opportunities, enhance the reputation of Wensu, and enter the fast lane of development.

Chairman Li Chundi, on behalf of all the cadres and employees, extended a warm welcome to all the leaders, guests, and friends of all circles attending the ceremony. He expressed sincere gratitude to people from all walks of life who have always cared about and supported the project construction. He briefly reviewed the development process and achievements of ZPEC, pointing out that since participation of ZPEC Petroleum in the development of Xinjiang, a mass campaign of exploration and production has been launched. The success of the development and construction of the Aksu Oilfield has provided strong support for planning and implementation of larger strategies for ZPEC. Since 2018, ZPEC Group has obtained the rights and interests of two petroleum and natural gas blocks in succession through cross-border investment and merger and acquisition. Xinjiang is located in the central area of the "the Belt and Road". Following the goals of "rooting in Aksu, basing on Xinjiang, planning in Central Asia, and radiating the Belt and Road", ZPEC will use the Aksu Region as the logistics support base and Xinjiang as the fulcrum to provide support for the exploration and development of the Tenge and Costal oilfield projects of ZPEC’s next step in Kazakhstan, so as to further expand the business development in the five countries in Central Asia. It will carry on as per the national strategy of "the Belt and Road" in order to make due contributions to the industrial economy of Xinjiang, Aksu Region, and Wensu County, and contribute to the national energy security.

Li Xuesong, Vice President of ZPEC Group and General Manager of ZPEC (Aksu) Oil & Gas Company, also spoke at the ceremony. He stated that the integrated team of ZPEC will write a new chapter of high-quality collaborative development between oil companies and local governments. With the goal of building a medium-sized oilfield, as soon as possible, the Wensu Block would turn into a model for domestic oilfield exploration and exploitation, and a high-quality development．

Finally, Wu Hongzhan, the Secretary of the Aksu Prefectural Party Committee, announced the official commissioning of the Wenbei Joint Station of ZPEC Petroleum. Amidst the dazzling fireworks and the booming sound of salutes, leaders such as Wu Hongzhan, Li Chundi, Huang Zhenjun, Elia Setiniyazi, Li Xuesong, et al. jointly touched the launch ball to announce the official commissioning of the Wenbei Joint Station Project, and the scene was filled with applause. After the ceremony, the attendees visited the Joint Station and took a group photo as a souvenir.

The "Exploration and Development (Capacity Construction) Project of Wen 7 Block of Wenbei Oilfield in Wensu Block, Tarim Basin, Xinjiang" is a key project of ZPEC Group and a key energy project of Xinjiang Uygur Autonomous Region. The project covers an area of 97,382 ㎡. The construction of the project will last more than a year. After it is completed and put into operation, an annual crude oil treatment capacity of 500,000 tons, a natural gas treatment capacity of 50,000 m³/day, and a sewage treatment capacity of 4,000 m³/day can be achieved. As a hub project for the production capacity construction of Wenbei Oilfield, the project not only significantly improves the processing capacity of crude oil, natural gas, and produced water, but also further improves the green environmental standards of the oilfield, reduces the operating costs of petroleum and natural gas gathering and transferring, and has profound significance for accelerating the pace of petroleum and natural gas production in the Aksu Oilfield.
