On April 3, 2023，Mr. Zhang Shuwen, the Deputy Commissioner of the Aksu Regional Administrative Office, led the heads of the Aksu Oil Region Office and the Wensu County Party Committee to visit the Shanghai Headquarters of ZPEC Group for inspection and exchanges where they discussed further deepening cooperation in oil and gas exploration and related projects, expanding mutual benefits, and win-win spaces, etc., with ZPEC Chairman Li Chundi and other ZPEC leaders. In-depth discussions were held with the aim to reach a consensus. Mr. Zhang Shuwen said that he would further strengthen the coordination and support of the government, help enterprises to accelerate the implementation of projects, promote the revitalization of the local economy, and ensure national energy security.

Chairman Li welcomed the arrival of Deputy Commissioner Zhang and his Party, and pointed out that Aksu is rich in oil and gas resources. During the process of participating in the Reform of the National Oil and Gas System and the exploration and development of the Wensu Block, the company benefited from the strong support of the local government. He expressed his sincere gratitude for the huge breakthrough in business transformation, and said that ZPEC will rely on the unique location advantages of the local area to speed up industrial support and project investment, to enhance the overall competitiveness, and to contribute to the national oil and gas market reform, thus making new contributions for the economic development of Xinjiang Aksu Region.

Mr. Zhang Shuwen reported Aksu's current economic development, oil and gas production, and future oil and gas industry planning. He pointed out that since the Reform of the National Oil and Gas System, ZPEC has been a benchmark and banner for private enterprises to make breakthroughs in oil exploration and production. The participation of social capital in the bidding of oil and gas blocks has played a very good demonstration role, bringing the oil and gas exploration and development in the Tarim Basin to an exciting new situation. He hoped that ZPEC would actively participate in the investment and construction of key industries and projects such as photovoltaics, energy towns, and commercial and logistics parks. He stated that the government would continue to provide all-round services.

At the meeting, Senior Vice President Yao Guicheng analyzed and evaluated the ZPEC integration advantages in the exploration and development process of the Wensu Project. He presented the company's business layout and strategic planning, introduced the company's next investment and development plan in Aksu, and reviewed ZPEC’s existing problems and suggested remedies.  Mrs. Liu Guiling, an expert from ZPEC’s Oilfield Business Department, introduced the exploration and production progress of three oilfield blocks at home and abroad. The General Manager of ZPEC Equipment Group, Li Jing, demonstrated the research and development results of ZPEC's new intelligent automation products.

The two parties also discussed drilling engineering technical services, petroleum equipment manufacturing, ZPEC’s comprehensive base construction, ZPEC’s other businesses, and the project's landing in Aksu. They conducted in-depth exchanges on project financing, preferential policies, etc., and reached a consensus on further deepening cooperation and building a win-win mechanism.
