On July 8, 2022, Mr. Zhong Ziran, Director of the China Geological Survey and member of the Party Group of the Ministry of Natural Resources, the Secretary of the Party Group of the China Geological Survey, and others went to Xinjiang Aksu Zhongman Wensu Oilfield to investigate. Mr Zhong gave high praises for Zhongman Group's active participation in the competitive bidding of the Wensu Block and the efficient promotion of the exploration and production of the oil and gas blocks after winning the bid. He encouraged the company to comply with laws and regulations, develop in green ways, and share information with others during its operation and management. Additionally, he hoped that ZPEC would make new breakthroughs in deepening the national oil and gas reform system in Xinjiang while promoting the high-quality development of the local economy.
At 10:00 in the morning, Mr. Zhong and his team, accompanied by leaders of the Natural Resources Department of the Autonomous Region, the Aksu Prefecture Party Committee, the Wensu County Party Committee, and relevant departments and bureaus, came to the Wenbei Oilfield Discovery Well Wen 7 Production Well Station. During the investigation, they listened to a brief introduction given by Mr. Li Xuesong, the General Manager of Zhongman (Aksu) Oil & Gas Company, of the exploration, evaluation, and construction deployment of Well Wen 7, Block Wen 7, and Wenbei Oilfield. They checked the core samples on site. Focusing on new discoveries and new understandings in the process of exploration and production, Mr. Zhong communicated with the accompanying experts. He pointed out that the Oil and Gas Resources Survey Center of China Geological Survey should strengthen communication with ZPEC, PetroChina, and Sinopec, share information, and further study and understand the laws of oil and gas accumulation in the Tarim Basin. Mr. Zhong congratulated ZPEC on the remarkable achievements made in the Wensu Project after understanding the high production capacity and construction efficiencies produced with ZPEC’s integrated operations. He told the leaders of Aksu Region and Wensu County and the person in charge of ZPEC at the well site, that the prosperity and development of the local economy is related to the long-term stability of Xinjiang and that both enterprises and localities should support each other for mutual benefit and win-win results. Mr. Li Chundi, the President of Zhongman Group, expressed his deep gratitude to the good opportunities brought by the National Oil and Gas System Reform to private enterprises, as well as the concern and help of the Aksu local government for the Wensu Project. Mr. Li said that the company would actively leverage its professional and technical advantages to promote the exploration and production in Wensu Project.
After the on-site survey, Mr. Zhong and his team participated in the symposium communication meeting where they listened to Mr. Zhang Junfeng, Researcher of the Oil and Gas Survey Center, report on the progress and future planning of oil and gas geological research and investigation in the key areas in Xinjiang Province such as Aksu, etc. He also listened to the report by Mr. Zhou Haimin, the General Manager of Xinhuaxia International Energy Company, a company held by Zhongman Holdings, about the exploration and production work of ZPEC Wensu Project. Later, Mr. Zhong exchanged views with the leaders and experts on further implementing the oil and gas system reform requirements, building a digital data sharing platform, and how to demonstrate the effects of the Zhongman Wensu Project on future exploration and production. He discussed the overlapping of the mineral rights and the ecological red line in the Zhongman Wensu Block, its problems and suggested solutions.
Mr. Zhong pointed out that, after investigating Zhongman (Aksu) Oil and Gas Company in Wensu, he saw the results of the geological survey blooming there. He felt that the oil and gas exploration and production system reform in Xinjiang has made important progress due to the preliminary results.
Mr. Zhong emphasized that Xinjiang Province is rich in oil and gas resources and has huge exploration potential. It is necessary to unswervingly implement the decision of the Party Central Committee and the State Council on promoting the oil and gas exploration and production system reform, give full play to the important role of scientific and technological innovation in promoting oil and gas exploration and production, and give full play to the national guidance and promotion of public welfare geological work. At the same time, it is necessary to unswervingly adhere to the two "unshakable" requirements of the Party Central Committee and the State Council, not only to give full play to the advantages of the state-owned economy, but also to support and encourage private enterprises to participate in the exploration and production of oil and gas resources. He hoped that all relevant units could break the parochial prejudice, unite and coordinate, open cooperation, mutual benefit, and win-win, while jointly promoting the high-quality economic and social development of Xinjiang Province.
Mr. Yan Chengyi, a Member of the Party Group of China Geological Survey and the Secretary of the Party Committee of the Natural Resources Comprehensive Survey Command Center, Mr. Zeng Yanyang, the Deputy Secretary-General of the Xinjiang Autonomous Region People's Government, the Director of the General Office, and the Party Secretary of the Natural Resources Department, Mr. Jia Jinglei, the Deputy Secretary of the Aksu Prefecture Prefectural Committee and the Executive Deputy Commissioner of the Administrative Office, Mr. Huang Zhenjun Wensu, the County Party Secretary and other leaders, as well as relevant leaders and experts from the China Geological Survey of the Ministry of Natural Resources and the leaders of ZPEC participated in the research discussion.
