On July 30, 2021, ZPEC held the new Work Safety Law of the People's Republic of China training meeting at its Shanghai Lingang Base. Nearly 100 people from all departments of ZPEC and Zhongman Offshore O&G Engineering Service Co., Ltd. (ZOOE) attended the training.  The main purpose of the meeting was to further improve the abilities of ZPEC’s employees to know, to abide by, and to use the law.

At the meeting, Mr. Yang Yaoqi, HSE Chief Director of ZPEC, gave a brief introduction of the legislation and the revision background of the new Work Safety Law. Based on the actual situation of the company, he interpreted and explained the responsibilities of the production and  business operation entities, the rights and obligations of employees in safe production, safety production supervision and management, emergency rescue, investigation and handling of accidents, legal responsibilities, etc. He required all employees to fully understand the requirements of the law on the safety responsibility of all employees, asking them to change their thoughts and take positive actions by implementing their respective safety production post responsibilities in order to avoid any injuries to individuals and harm to the company. A leaflet describing the new Work Safety Law was distributed to the on-site participants.

At the end of the meeting, Mr. Li Shiguang, Senior Vice President of ZPEC, emphasized that the China government at all levels attach great importance to safety and that departments at all levels of ZPEC must learn from the mistakes and accidents that occurred in Shiyan City (Hubei Province), the fire in Shangqiu, Shangdong Province, and the hotel collapse in Suzhou City (Zhejiang Province), and to carefully study in order to make good use of the new Work Safety Law. Secondly, he noted that ZPEC always pays high attention to safe production as the Chairman of ZPEC had put forward the concept of safe production management centered on well control with great results, as there had been no major safety accidents in recent years. Thirdly, he pointed out that the new Work Safety Law has a very strong accountability for leaders at all levels of the enterprise, especially public companies which have more stringent requirements. After the new Work Safety Law came out, all subsidiaries, business units, and departments are required to study the newWork Safety Law systematically with the help of HSE, to build on the previous safety management, and to make contributions to the long-term, safe and stable development of ZPEC.

The Decision of the Standing Committee of the National People's Congress on Amending the “Work Safety Law of the People's Republic of China” was passed on June 10, 2021 at the 29^th Meeting of the Standing Committee of the 13^th National People's Congress of the People's Republic of China.  It will be officially implemented on September 1, 2021. The new Work Safety Law establishes the working policy of "Safety First, Prevention First, and Comprehensive Treatment".  It defines the important position and main tasks of safety production as well as the fundamental ways to realize production safety.
