Group Headquarter was very glad to hear that you successfully made the drilling footage breakthrough of 1,312,336 ft (400,000 m) at 9:30am, December 4, which is a historic progress making you the first among the Group companies having completed the all-year task. The whole Group Company is filled with sincere delight and pride. The glory belongs to the collective, much more to everyone who devoted to and fought for it. We extend warmest congratulations to the leadership, technicians, front-line workers and logistical personnel, and we express sincerest consolation to the heroic drill hands!

Through all this year, despite a lot of difficulties you still advanced without fear, doggedly struggled and repeatedly made great achievements, as a result, you fulfilled your wishes by outstripping the drilling footage record of 2007 by more than 492,125.98ft （150,000m）. Nearly 300 days’ hard work, you not only showed the spirit of ZPEC blood and iron crew, but also build the name recognition and good reputation of ZPEC in the profession.

This is a remarkable achievement and a hard-won breakthrough. It is a fruit from the scientific decision and correct leading of ZPEC Drilling leadership, as well as a fruit from the brave wrestle of the drilling technicians and front-line workers, instinct with your meticulous care and intelligence within each foot. At the semi-year working conference in Dingbian, Shaanxi in July 2008, Group leaders set forth the annual footage aim of 1,312,336 ft (400,000 m) to ZPEC Drilling, which was a severe challenge and unprecedented test under the circumstances that the new rig was put into operation very late. Under the pressure drilling front showed high spirit of fight and resolution to win. You improved the level of management, safety and technology through carrying out staff training, skill assessment and safety inspection, and framing new incentive policy, adjusting and enriching the basic leadership, and successfully realizing drill mud new technology, whole package moving and  wireless LWD, by which the drilling footage made enormous progress.
